Ten (10) years' experience in business administration with a minimum of five (5) years in a supervisor capacity, preferably in a school district or other public entity environment Master's Degree or CPA strongly preferred Certified School Business Administrator status preferred Experience in managing school construction projects and Plan Con submissions preferred Experience with negotiating Collective Bargaining Agreements Working knowledge of Financial and HR operating systems POSITION RELATIONSHIPS:
Reports directly to the Superintendent.
Works cooperatively with the School Board Directors Works cooperatively with other administrators, supervisors and staff to perform job responsibilities as outlined Provides direct supervision to the staff in the Business Office Provides direct supervision to the Coordinator of Transportation and Transportation and Registration Administrative Assistant.
POSITION GOAL:
Responsible to maintain a thorough and efficient operation of all business functions within policies established by the Upper Perkiomen School District School Board and to operate the business functions in compliance with all Federal and State laws.
Some Duties Include:
Manages, supervises and/or performs district required duties in the following category areas:
Auditing Child Accounting Cash Management and Investments Debt Service and Capital Fund Financial Accounting and reporting Financial planning and budgeting Food Service operations Insurance/Risk Management Negotiations Office management Payroll Accounting Purchasing and Supply Real Estate and Fixed Assets Tax Administration School Board Secretary Transportation Direct and assume responsibility for the overall operation of the business duties.
Reviews all disbursements in accordance with law and Board policies before presentation to the Board for approval.
Administers the District's accounting, data processing, tax collection, payroll and insurance functions.
Establishes and recommends thorough and efficient procedures for the collection of District real estate and personal taxes.
Ensures the maintenance of current vendors' lists.
Establishes and administers taxation procedures.
Makes recommendations for requests or refunds.
Ensures that all bond issue Post Issuance Compliance reporting on the EMMA website or then current website is completed timely and in its entirety.
Prepare supply lists, assists in writing specifications for bidding, advertise and tabulates bids, all in accordance with established purchasing policy and state laws.
Shall present recommended bid awards for Board approval.
Establishes the accounting systems necessary to provide school officials and administrators with accurate financial facts as the basis for formulating policies and decisions.
Establishes a system of control for budget execution and shall direct and supervise all financial accounting in the School District to maximize financial resources.
Assists and cooperates with outside auditing agencies in the conduct of approved audits or review of the District's fiscal records.
Oversees the Transportation Coordinator, business office operations staff and the Food Services Department, in conjunction with the Assistant Business Administrator, encouraging and promoting their professional growth.
Assumes responsibility for District budget development and long-range financial planning.
Prepares the annual district budget, reviews it with the Administration and presents it for approval and adoption by the Board of Education.
Review and maintain contracts of a financial nature and provide analyses and recommendations on their potential financial impact.
Acts as an advisor to the Superintendent of Schools on all questions relating to the business and financial affairs of the District.
Assist the Superintendent and Director of Human Resources in preparing for and/or conducting negotiations.
Oversees, directs and supervises the Business Office staff.
Maintains adequate records for all School District employees regarding salary, retirement, social security, withholding taxes, wage taxes, and insurance and the life and complete reports.
Assure that the district has appropriate insurance coverage.
Submits information for inclusion in agendas for Board meetings.
Attends regular, committee, and executive sessions of the Board to advise on matters relating to non-instructional services of the district.
At the pleasure of the Board of Education shall serve as non-voting Secretary of the Board, fulfilling the duties as outlined in the School Code.
Oversees the preparation and certification of the accuracy of monthly and annual financial reports required by the Superintendent, Board of Education, State Department of Education and other agencies of government.
